Why not just rely on “see-and-avoid” in VMC?

APG does not recommend relying on see-and-avoid practices for obstacle clearance. Here’s why:

• Departures are rarely limited by just a few obstacles—there may be hundreds, or even terrain features that cannot be avoided visually.
• In the event of an engine failure, the crew’s focus should be on managing the emergency—not on manually avoiding obstacles.
