Why doesn’t TERPS guarantee OEI obstacle clearance?

TERPS procedures are designed for a wide range of aircraft types and operations, from small general aviation aircraft to large jets. They do not account for the specific performance limitations of a single aircraft in an engine-out scenario.

As a result, TERPS gradients may be too shallow to ensure OEI clearance. Or, they may be overly conservative, requiring steeper gradients than necessary
