Why does APG create its own Departure Procedures?

APG EOPs are built to ensure obstacle clearance in emergency scenarios, particularly for engine-out departures. While they often follow published SIDs when practical, they may diverge if:

• The SID does not provide optimal performance.
• Terrain or obstacles require a different path for safety.
