Does APG actively monitor NOTAMs for performance impacts?

Not continuously. While APG subscribes to NOTAMs through the FAA’s Aeronautical Information Data Access Portal (AIDAP), we do not monitor all NOTAMs daily due to the scale of our database, which includes over 10,000 airports.
