Are APG Engine-Out Procedures (EOPs) approved for use in place of published SIDs?

No. APG EOPs are not intended to replace published SIDs or TERPS-based procedures. They are designed as emergency escape procedures—used only in the event of an engine failure or other emergency that prevents following the filed route.
